When a transformer energizes a section of grid, or a switchgear panel protects a distribution network, there is no room for "close enough." PEL's quality system exists to ensure that every product that leaves our factory has been built to the specified design and validated against the applicable international standard.

Our Transformer Testing Lab holds ISO/IEC 17025 accreditation from PNAC — Pakistan's national accreditation body. This accreditation is audited annually and confirms that our testing processes, equipment, and personnel meet the same international competence standard used by testing labs worldwide.

Every product we export to the US market is accompanied by a factory test report. We do not ship product without test documentation.

PEL's Transformer Testing Laboratory is accredited to ISO/IEC 17025 — the international standard for testing laboratory competence. PNAC conducts annual audits to maintain accreditation status.

KEMA Certification — Energy Meters

KEMA Laboratories (Netherlands)

PEL energy meters achieved KEMA certification in 2019 — a globally respected third-party testing milestone that validates meter accuracy, durability, and standards compliance.

The PEL Energy Meter manufacturing plant operates under ISO 9002 certification, ensuring a documented, auditable quality management system throughout meter production.

IEC 62271-200 Type Testing — Switchgear

IEC / KERI (STL Lab Member)

PEL Switchgear Panels are type-tested to IEC 62271-200 — the international standard for AC metal-enclosed switchgear. Testing conducted through KERI, a member of the STL test laboratory network.

Internal Arc Classification — Kiosk Substation

Type Test Achievement (2021)

PEL became the first local manufacturer in Pakistan to attain Internal Arc Classification (IAC) certification on a Kiosk Substation — demonstrating advanced MV switchgear safety performance.

DLMS/COSEM Protocol Compliance — Meters

Energy Meter Communication Standard

How We Build It

The Manufacturing Process

From raw material intake to final factory acceptance testing — every transformer and switchgear unit follows a documented, auditable manufacturing process.

Customer Specification Review & Engineering Design

Every project begins with a detailed technical review of customer specifications. Our engineering team translates the specified parameters into a full design package — conductor sizing, core design, impedance calculations, and thermal analysis — before any manufacturing begins.

Raw Material Qualification & Incoming Inspection

Core steel, copper or aluminium conductors, insulation materials, and accessories are inspected against specifications upon receipt. Materials failing to meet requirements are quarantined and rejected before they can enter production.

Core Assembly

Transformer cores are assembled from grain-oriented silicon steel laminations. Core stacking is performed by skilled operators under controlled conditions to achieve the specified magnetic characteristics and minimize no-load losses.

Winding Fabrication

HV and LV windings are manufactured on dedicated winding machines. Conductor dimensions, number of turns, interlayer insulation, and winding geometry are controlled to the engineering design. CTC conductors are used for high-rating units.

Core & Coil Assembly (Active Part)

The assembled core and windings are brought together into the active part assembly. Insulation structures — pressboard barriers, angle rings, and leads — are installed to achieve the specified dielectric strength and clearances.

Drying & Vapour Phase Treatment

The active part undergoes controlled drying — vapour phase or oven drying — to remove moisture from the insulation system. Moisture content is verified before oil filling. This step is critical to long-term dielectric performance.

Tank Assembly & Oil Filling

The active part is placed into the transformer tank — corrugated wall or radiator-fin design — and the tank is sealed. Degassed transformer oil is introduced under vacuum. Accessories including bushings, conservator, Buchholz relay, and temperature indicators are fitted and checked.

Factory Acceptance Testing (FAT)

Completed transformers undergo a full suite of routine tests in PEL's ISO/IEC 17025 accredited testing laboratory: turns ratio, winding resistance, no-load loss, load loss, impedance voltage, insulation resistance, and oil quality tests. Type tests (temperature rise, short-circuit withstand, lightning impulse) are conducted as required. Full test reports are provided with every unit.
